Rafael holds a Bachelor of Law degree, and a Bachelor’s degree in Foreign Trade, and has more than 25 years of experience in foreign trade and customs.

Currently, he is a partner at Intrade Smart Law Firm in foreign trade, and he oversees global accounts with a focus in project development

for the automotive, textile, furniture, food, publishing industries, and non-governmental organizations and government organisms.

In the public sector, he worked as International Affairs Manager for the Tax Administration Service (SAT, in Spanish), where he was in charge of relations with various government entities of the U.S. Homeland Security Department, such as Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), and Alcohol, Tobacco and Firearms (ATF). He was the SAT representative before the Merida Initiative.

Internationally, he also worked in South Korea and New York for four years, researching and documenting trade fraud.

He is an instructor on various topics such as promotion con competitivity programs, tax-related aspects regarding foreign trade, foreign trade administrative-law licenses

before various associations and organizations such as the Confederacion de Asociaciones de Agentes Aduanales de la Republic Mexicana.
